Attempting to procure two murders will only get him eleven months home detention.
I guess it depends on whether or not his offending is “at the low end of seriousness in terms of attempting to procure murder.” (“Low end” is attempting to violate only two of the Ten Commandments at once.)
Also I wonder how many undercover police officers masquerading as hit men there are around the joint these days. Who you gonna call?
